The words are proposing and are demanding are parallel in D, but neither is parallel with the original verb, hope. E is parallel, and the three verbs—hope, propose, and demand—are all in the same form.

Solution please? Stuck between C and E. Can I say that we preferred E because we are using "imposition" rather than imposing. (usage of conventional noun rather than ing form)
I was stuck in between C and E. I choose C because I thought E changes the intended meaning of the original sentence.
If I am not wrong - Imposing stiff economic sanctions (OPTION C) is different from stiff imposition of sanctions (OPTION E) and the former was the one intended in the given sentence. It would be nice if someone can explain this.
