This sentence tests parallelism error. The PTA held monthly meetings to discuss..., determine.... and come up...
(A) and for coming up with ways to balance the budget - "ing" is not parallel here. ELIMINATED.
(B) and to balance the budget in creative ways - if "to" comes here then there should be a "to" in front of determine in the sentence. But that is not the case here. ELIMINATED.
(C) and discovering ways to balance the budget - "ing" is not parallel here. ELIMINATED.
(D) and to determine how to come up with ways the budget should be balanced - if "to" comes here then there should be a "to" in front of determine in the sentence. But that is not the case here. ELIMINATED.
