2. Modifier: "V-ing" modifier after comma has to modify the preceding clause and shows "How?" aspect or, more often, the result of the action. IMO it is not the case in this sentence, so it would be better if we find an answer choice, which says "offers" and "provides". Let's see.
3. Pronoun: "to them to themselves" cannot explain what's wrong here, but construction seems very awkward.

B. courses, providing the students a chance to select those that seem to be the most interesting to them - seems correct answer choice, let's keep it

I believe the answer is B
Options C,D,E use the conjunction "AND" but their construction is not parallel.
Thus they are eliminated.
Option A is wordy and and unnecessary use of pronouns.
Thus eliminating A
