Creating a filter: the original sentence uses passive voice unnecessarily. We have identified the Minister; ideally the Minister will do the announcing with active voice.
Applying the filter: our filter limits us to (D) and (E). In (E), the phrase "that are to curb global supply" conveys a meaning that they were commanded to curb global supply, contrary to the intended meaning, which is that the measures are intended to curb supply. So (E) is defective, while the infinitive in (D) expresses the intended meaning clearly and simply.
The correct answer is (D).
