A. Minister's measures were announced today for curbing global supply by cutting nearly 150,000 tons in trees over the next 14 months
who is announcing the steps to combat the lowering global price of rubber? ----minister's measure--- no it doesn't make sense
it should be the minister----here the modifier is incorrectly modifying minister's measure so (incorrect)

B. Minister's measures, which are to curb global supply by cutting nearly 150,000 tons in trees over the next 14 months, were announced today
same as A (incorrect)

C. Minister's measures for curbing global supply by cutting nearly 150,000 tons in trees over the next 14 months were announced today
same as A (incorrect)

D. Minister announced measures today to curb global supply by cutting nearly 150,000 tons in trees over the next 14 months
yes, the minister announced measure to curb the global supply of rubber ---it shows the intention of ministers for announcing the measure
this is the intended meaning of the sentence (correct)

E. Minister announced measures today that are to curb global supply by cutting nearly 150,000 tons in trees over the next 14 months
this doesn't show the intention of ministers---they announced measures with the intention to curb the global supply of rubber
measures that are to curb global supply ---doesn't express the intended meaning (incorrect)

Official Explanation



Creating a filter: the original sentence uses passive voice unnecessarily. We have identified the Minister; ideally the Minister will do the announcing with active voice.

Applying the filter: our filter limits us to (D) and (E). In (E), the phrase "that are to curb global supply" conveys a meaning that they were commanded to curb global supply, contrary to the intended meaning, which is that the measures are intended to curb supply. So (E) is defective, while the infinitive in (D) expresses the intended meaning clearly and simply.

The correct answer is (D).
