Creating a filter: In the original sentence here, there may be more than one problem, but we can fixate on the use of grammatically singular "dog" early in the sentence and grammatically plural pronoun "they" later on.

Applying the filter: our filter eliminates choices (A), (B) and (D).

Finding objective defects: we compare how (C) and (E) begin. Choice (C) is idiomatically poor, and moreover the beginning of the sentence should be parallel with "to install," because the linking verb "is" equates the grammatical subject and predicate of the sentence.

The correct answer is (E).

The idiomatic expression is ‘the best way to …. is to…….’
So we can rule out B, C, D. We are left with A & E.
