A, B, and C are wrong because the verb "reduce" is not parallel to the verb "have eliminated". The correct verb form should have been "reduced". 
D is incorrect because the use of "to threaten" is not appropriate. It distorts the meaning of the sentence suggesting that the electric boats have reduced the loathsome discharges of oil that foul American rivers and lakes, in order to threaten fish and bird life.

E is correct because it uses the correct tense of the verb which is "reduced" and appropriately starts the modifier with a gerund, which modifies rightly "the loathsome discharges of oil that foul American rivers and lakes".
