Advances in networking technology and home computers have made it easy for millions of Americans to work in their homes, often facilitating the communication between the manager, who continues to work on-site at the office, with his distant employees.

Looking at the options only minor difference is observed. The underlined part says that communications happens between the manager and his employees so idiom ‘between X and Y’ is used. We may ignore the modifier ‘who … office’ and check it.

A. communication between the manager, who continues to work on-site at the office, with his distant employees – WRONG. Idiom is incorrect.
B. communication between the manager, who continues the work on-site at the office, with his distant employees – WRONG. Idiom is incorrect.
C. communication between the manager, who continues to work on-site at the office, to his distant employees – WRONG. Idiom is incorrect.
D. communication between the manager, who continues to work on-site at the office, and his distant employees – CORRECT.
E. communication between the manager, who continues to work on-site at the office, with his distance employees – WRONG. Idiom is incorrect.

Answer (D).

Facilitating the communication between the manager AND his employees.
Only d uses the right idiom.

Just for fun, managers don't have employees. Companies have them. Managers have reportees/subordinates
