I think the best answer is E.

In A, it is illogical to say that presidents to be registered organizations. Why? of campus social groups modify presidents, hence the subject of the verb to be registered is presidents.
Similarly, B can be eliminated based on the grounds of the illogical meaning of presidents to be registered organizations. In addition, B also has an additional error of introducing examples with like. Such as is more appropriate.
D also introduced examples of campus social groups with like and this is not acceptable. Such as is appropriate.
The main difference between C and E is based on meaning. In E, such as fraternities and sororities clearly introduce non-essential examples of campus social groups. C however, opts for fraternities and sororities as though it is a non-essential appositive phrase to modify campus social groups, as though these are the only organizations on campus. Also, if C is trying to use concise language in the sentence, why then would it utilize the indirect form campus social groups to be registered by their presidents as organizations instead of the direct form presidents of campus social groups to register their organizations? I, therefore, rank E ahead of C. This is quite a tricky SC question; hopefully, I will get to know whether my reasoning was right or wrong after the OA is revealed.

(B) presidents of campus social groups, like fraternities and sororities, to be registered organizations WRONG. Other than the mistake of option A the choice has one more error. 'Such' should be used instead of 'like' to put forth examples.
(C) campus social groups, fraternities and sororities, to be registered by their presidents as organizations - WRONG. Fragmentation in sentence is there. Use of 'such as' required.
(D) campus social groups, like fraternities and sororities, to be registered organizations by their presidents - WRONG. Similar error as in option B.
(E) presidents of campus social groups, such as fraternities and sororities, to register their organizations - CORRECT. Correct pronoun 'their' for plural noun presidents. Also 'such as' used for introducing examples.

IMO Answer E.

(A) Meaning error - require Presidents to be registered organizations.
(B) Meaning error - require Presidents to be registered organizations. Additionally like is more properly used to compare, and the sentence needs to show that fraternities and sororities are examples of campus social groups
(C) Missing such as before fraternities and sororities, which need to be shown as a examples of campus social groups. Also sounds awkward.
(D) Same issue as B - like is used to compare and the sentence needs to show that fraternities and sororities are examples of campus social groups. Also sounds awkward.
(E) Meaning is clear. Such as is used correctly to show fraternities and sororities are examples of campus social groups
