I am not sure about your explanation for option C and E because meaning seems clear to me. Former CTO is TC.
In my opinion problem is with "IN PROCESSING" and "TO PROCESS" with option C and E respectively.

What's your view on this?
Yes, that is other error here. Most of the time we use on preposition with spending gerund.
Plus if we talk about C and E, yes they are saying the same thing as D but We have to find the most logical solution which is correct in all grammatical form.
the statement Former chief technology officer of Atlantic Media, is missing the Subject, Tom Cochran, making it fragmented and the statement a useless modifier.
But that's not the case, we need to depict, who is Tom Cochran that's why correcting parallelism issue is important
That's why I chose D.
