Here subject is 'states' so, a it should be referred by a plural pronoun 'their'

(A) within their domains word and speech were free
No errors

(B) within its domain word and speech were free
'its' is an orphan pronoun

(C) word and speech were within their domains free
their has an ambuigity in the antecedent it refers to

(D) within their domains both word as well as speech were free
both X and Y is the correct usage of the idiom

(E) free word and speech were within their domains
Same error as in B

So, A is the correct answer
