I flipped the sentence straight from the start "John's dream has/have always been to travel to China and/or Japan."
You can easily eliminate any choices with have or without always. So A, C, and E.
B vs. D: "traveling to" vs "to travel to". "And" vs "or". "Traveling to" works better here but if you are not able to decide between "traveling to" and "to travel to", you can see that D is the only answer with OR and that OR changes the meaning.
Hi two203
In D, meaning is changed. Original sentence says travelling to both countires, however choic D states either of the countries.

B is reflecting the intended meaning and adressed the errors of original sentence.
