I think the explanation given for option B is incorrect.
The parallelism error is not corrected. The option makes two complex gerunds (the making of important decisions & the planning of campaigns)
and a simple gerund (creating of partnerships) parallel. Simple gerunds and complex gerunds cannot be made parallel. Moreover, a better noun 'creation' can be used instead of the gerund 'creating'.
Please correct me if I am wrong.

You're correct that the "official" explanation for B is wrong. That explanation suggests B is "grammatically correct", and is only wrong for other reasons, but I wouldn't even say it's grammatically correct. The list isn't parallel: "the making of important decisions, creating of partnerships, and the planning of campaigns". We mysteriously have "the" before only two of the items. A comma is also clearly missing before "as". The writing in B is also terrible, and should set off alarm bells immediately if you see similar writing in a GMAT SC question. It is very rare in English that you have no better option than to say "the creating of" or "the planning of" or "the making of" (except in idiomatic situations, like when people talk about "the making of Star Wars (or some other movie)". From awful to good, we can express the same idea in several ways:

We now have time for the making of decisions, the creating of partnerships and the planning of campaigns.

We now have time for making decisions, creating partnerships and planning campaigns.

We now have time to make decisions, create partnerships, and plan campaigns.


The first sentence above is such bad writing I can't imagine anything similar could ever be the correct answer to a GMAT SC question. The latter two are both fine, though the third is better than the second (if you can get away from "-ing" words, it's usually a good idea to do so). So I don't even care for the OA to the question in this thread much (and it seems to be missing a logical connective like "then") but it's conceivable that a similar answer would be correct on the actual test.

And yes, if we absolutely did need to choose between "the creating of" or "the creation of", then the "creation" option would be the much better choice.
