A number of require plural verb. The number requires singular verb. the numbers require plural.

A. is coming to the reunion, but the number of impediments to my travelling to Arkansas next week are

IMO Oa should be C

Quantitative prepositional phrases like a number of my classmates agree with the main subject. It is equivalent to many, most, some.
And the number of requires singular because it is talking about 1 number. C is the correct answer.

This question deals with The number vs A number.
The number of.....is singular.
A number of...... is plural.

First split: A number Is vs Are, cross off A and E.

second split: The number Is vs Are, cros off B and D.
