How do we know that “demand” is parallel with “implementing”, instead of “improved” (economic outcomes) ?

Hmm.. Let's dwell into the same.
Let's say what you are saying is right in that case to maintain parallelism we need to choose option E. (correct.?)
But the sentence is written in present continuous tense (has been) so demanded (past tense) is wrong.

I hope that clears your doubt.
If the question is not hard there are many ways to reach the correct solution there is no hard and fast rule, sometimes all you need to do is look closer. :)
