I don't get it why A is wrong.

Meaning wise A seems okay to me.

In (C), the participle phrase "acting as .." becomes a result a the preceding clause which gives a different meaning completely.

Can somebody please explain..

In C, after the comma, the verb-ing presents the information or modifies the previous action "Take", how do the schools and other educational institutions take the responsibility by acting as the guardian.

We hope this finds you well.

To answer your query, Option A is wrong because the construction "so that they act" illogically implies that schools and other educational institutions take on some of the responsibilities and functions of a parent for the purpose of acting as a guardian to the children under their care; the intended meaning is that schools and other educational institutions take on some of the responsibilities and functions of a parent, and for this reason, they act as a guardian to the children under their care.

The cause-effect relationship in Option C is the intended meaning.
