Which one is "who" closer to? Dr. Joel or the nutritionists? Ans: nutritionists. So we are talking about the nutritionists. Meaning is the key to SC more than grammar. The sentence is trying to say that leading nutritionists recommend a raw plant-based diet and that dr Joel happens to be one of them. Confusion arises because Dr. Joel is the subject and hence a singular verb 'recommends' makes sense. But a singular verb has already been used for Dr. Joel ie. "is" (dr Joel "is" one of the leading nutritionists). The singular verb 'recommends' would be correct if the sentence were as below:

Dr. Joel Fuhrman, one of the leading nutritionists, recommends that people convert to a raw plant-based diet
