As you initially scan this problem for Decision Points, you might notice that choices A, B, and E all begin with the same modifier structure ("When looking for other planetary systems, astronomers...") and that C and D vary that structure. So that may be a good place to begin: unfortunately, the modifier in A, B, and E is correct ("when looking..." can logically modify "astronomers") but you should see that the modifier in D is illogical and incorrect ("since they may be too small to be visible" modifies "astronomers" here, and that does not convey a logical meaning).
Among the other choices, note that the "rather than" structure calls for parallel verbs ("astronomers watch rather than try," for example). Choices A and C mismatch verbs in that structure: A uses "astronomers watch rather than trying" while C uses "rather than try, astronomers are watching." Moreover, in choice C the tense creates problems given that the sentence is talking about astronomers, in general, doing a routine task as opposed to a particular group of astronomers doing something currently and temporarily (in which case "are watching" would be appropriate).
That leaves you with B and E, and the distinction between the two is subtle. In choice B the phrase "rather than try and detect" is problematic: "try" and "detect" are not two separate actions, but rather the astronomers are trying to detect an actual planet. E corrects that mistake, using "try to detect," and is therefore correct.
