"seen as" is the idiom I guess. There's no specific reason why it must be that way, but people just say it that way. :P

Answer is option A.

Option C,D are incorrect because of "that".
Option E is also incorrect because of "for"

Only "as" is the correct in the sentence,so option A,B left.
No need to use condition "if" in the sentence.So option B is incorrect.

(C) that they will be - seen that is unidiomatic as well as "be" makes it passive
(D) that they are - seen that is unidiomatic
(E) for being - being makes the sentence passive

Since you are a new member, I kindly request you to underline the required portion. Failure to follow the rules may result in ban.

Sencondly, I would advice you (and all new members) to abstain from SC1000 series because it contains many debatable questions. Moreover, the pattern of the questions is very old. GMAT now focuses more on meaning than on grammar alone.

I search on net but I cannot find out the meaning of "as the mean of" .....just "by means of something" is in Dic.
could someone explain what is the meaning and where and when we use that phrase ?
