HI people, the OA to this question is *. I do agree with it but im not able to rule out D either. Pls help me figure out why this option is wrong!!!

The issue is parallelism (he's charged with 2 things). Both B and D have ambiguous interpretations of what those two things are.
Because of the repeated "with" in A, we are forced to realize that the sentence up to "charged" is common to both endings.
(A) ...charged: (1) with teaching false doctrine and (2) with administrative misconduct
But (B) could be interpreted as:
...charged with teaching false: (1) doctrine and (2) administrative misconduct
...charged with teaching: (1) false doctrine and (2) administrative misconduct
...charged with: (1) teaching false doctrine and (2) administrative misconduct
The last interpretation is correct, and the others are a little silly (how do you teach false administrative misconduct, I wonder?), but since another choice is more clear you must go with it.
(D) has similar possible interpretations, plus the awkardness of using "teaching" as a noun.

Another way to look at this is that (A) maintains the parallelism:
charged X and Y
where X and Y are both prepositional phrases with m and with n. Doesn't matter what structures m and n are since we just need to maintain the parallism with two prepositional phrases. In the original SC question, m is a simple gerund, and n is a noun.
However, in (D):
charged with both X and Y.
Here X and Y must be parallel because of the structure of both X and Y. So, if X is a noun, Y must be a noun (or complex gerund). If X is a simple gerund, then Y must be a simple gerund. If X is a clause, Y must be a clause. If X is a phrase, Y must be a phrase. Etc.
