A mimic question! Always interesting.
If the questions asks you to mimic the reasoning given in the argument, the most important step is to figure out the reasoning in your own words, possibly without data. i.e.
The argument tells me:
A is easy for B.
A is relatively difficult for C.
So cancel source of A.
A - 'deciding what to wear'
B - 'men'
C - 'women'
source of A - 'Casual Fridays'
Find an option that is on the same lines.
D says:
Signing up is easy for Full time employees.
Signing up is relatively difficult for part time employees.
So cancel Christmas vacations.
The structure matches the required structure.
If (E) was a possible contender, look at it this way:
Tuition is less for in-state.
Tuition is more for out-of-state.
This is unfair.
So definitely the answer is (D).
Let me add here, that mimic questions do not appear often in the actual exam. You may get to see one, if at all.

My answer is "D"
In the stimulus, two evidences 1. men have easy time to dress on casual Friday.
2. women have hard time to dress on casual Friday.
And conclusion, Since it is difficult for women than men to dress and it has to be equal, casual Friday should be cancelled.
And supposition is that since one group is having hard time and it has to be equal, therefor, casual fridayv should be cancelled.
In option "D"
evidence - 1. Full time employees extra holidays
2. Part time employees no extra holidays
Since, one group is having less holidays and it should be equal
Conclusion - No employees should be given extra holidays.
