The only contenders are C and D.
C supports the stimulus. D remains. Likely answer. Lets reason it out with numbers.
Lets say 100 people in 1990 and 200 people in 2000. Rate of increase of pop = 100%
Lets says 10 beggars in 1990 and 18 beggars in 2000. Rate of increase of beggars = 80%
%age of beggars in 1990 = 10/100 = 10%
%age of beggars in 2000 = 18/200 = 9%
%age of beggars should have gone down. But D contradicts the stimulus since %age of beggars went up. Hence D is the answer.
