Lets understand the gist of the argument

10 years ago
100 people moved in total
10% moved to San Diego =10 people

Now
100 people moved
3 % decrease
so now 7% moved to San Diego=7 in total

So there is actual a decrease

Consider a case
The total number of people who got a job and moved to another city for work has increased significantly over the past ten years
Say
10000 people moved now
so 7%
would be 700
hence more people actually moved to San Diego

Hence A is the perfect weakener

On this Critical Reasoning question, I reached the answer, but I wanted to find out your thoughts on rejecting the other answer choices.

GMAT likes this issue very much. The percentage vs total amount. So if you are asked to find some discrepancy when the percentage is given you have to lokk for total amount.
And when the amount is given, we look for percentage.

Here it is the option A.
