Working on questions with numbers (although not explicitly stated here) and percentages, you need to keep in mind that higher percentages do not mean lower numbers:
So, the blame is that a declining % of people move to San Diego -> problem to prof. businesses.
A-CORRECT. Since % are still based on numbers, and these numbers (over the years) are not stated, we can't tell if the number of people who moved to SD is parallel to the % (ei. declining), as well. However, in this situation we're given that total number of people went up. In regards to SD, this means that the number of people either went down, staid the same or went up. So, although it is not 100% against the argument, 66.66% of it is weakening the conclusion. This makes A a possible answer.
B, C, E are irrelevant.
D - Opposite answer to what we're looking for.
