You can come to the conclusion by POE as well because the other options are very easy to eliminate.

And moreover, there is a scope shift as well in the argument..
Check the first line and then compare the rest of the argument.

the answer has to be C  : The average number of hours it takes a Barathian shoe factory worker to manufacture a shoe has not decreased significantly during the past three years. 
the fact was that in country X the number of shoes sold has remained constant ,lets say 100 are sold .also this country imports shoes from country Y 
also recent report shows that in country X number of workers have reduced ---->lets say initially there were 10 and now there are 5 .
 conclusion drawn  : the number of shoes Barathia imports annually from Manoda has increased.
while drawing this conclusion u r assuming that those 5 workers are not putting the work of those 10 workers .C hints at that
