I dont understand when the argument says "Oppose the Tax".
If the argument said that the plan will not work then Option E would have fitted the bill perfectly.
In case of Oppose the Tax I thought the plan would have resulted into something that would worsen the scenario.

The paradox is, if the tax is intended to reduce bag use, why would environmentalists opposite it. The main concern of the environmentalists is reducing bag use. If the tax does not reduce bag use, the environmentalists have no reason to support it and may, in fact, oppose it.
