Why isnt E the correct option?

According to Option E : There are several academic institutions nearby with similar pay structures to the department head’s proposal.

If the instructors are not happy with their current packages and are leaving the current organisation to join
the academic institutions (those mentioned in E) then this will strengthen the dean's proposal (instead of finding a flaw in his argument)
because the instructors will stay in their current organisation when their salaries are increased.

faculty members. To rectify this problem, the computer science department head has
proposed to the dean that beginning next year, starting salaries for computer science
instructors be increased by 10 percent to provide a more competitive pay package.

Option D.

The stimulus says that the problem is not with the hiring (i.e. starting salary) but with turn-over (i.e. teachers leaving after being on the starting salary for a while).
We need to figure out why are the teacher's that were once interested to join are now leaving the institution?

The problem is not starting salary but increments later on as option D states.

Official Explanation

The department head’s plan states that a more competitive pay package will solve the turnover problem; therefore, the assumption is that the current pay package isn’t adequate to keep faculty members there. If D is true, the value of the pay package will decrease over time, making it unlikely that the turnover problem won’t return.

The problem one need to identify in this question is that Dean is changing the starting package but not the salary structures of existing CS faculty which makes option D most viable answer.
