Consumer magazine: Because front-loading washers use less water than top-loading washers, ordinary powder detergent does not dissolve readily in front-loading washers. Pre thinking : find a link between extent to which detergent gets dissolve in water and detergent's cleaning effect ...

The argument makes a comparision between front-loading washers and top-loading ones. The argument makes no comparision among top-loading washers.
(B) A laundry detergent formulated especially for front-loading washers dissolves more readily in them than it does in top-loading washers.
The argument makes no indication as this choice states.
(C) A washing machine gets clothes really clean only with a laundry detergent specially formulated for that machine.
A tricky choice. Actually, the argument states that the front-loading washers use less water so the regular powder detergent does not dissolve readily. Hence, we need to use a detergent formulated especially for front-loading washers, which could have some special chemicals that help the powder detergent dissolve readily with lesser water.
It is even possible to use a detergent formulated especially for front-loading washers in a top-loading washers.
(D) A laundry detergent does not get clothes really clean in a washer unless it dissolves readily in it.
CORRECT. The missing link here is the lack of water makes powder detergent does not dissolve readily and usage of a detergent formulated especially for front-loading washers to make clothes cleaner.
(E) Washers that use more water get clothes cleaner than those that use less
The water plays no role in making clothes cleaner. It just helps the powder detergent dissolve readily
