A few different ways to get there:

Logically, the problem stated in the stem involves not having a prototype - therefore we should expect an answer which mentions prototypes - only A does that.

Precise solution: the problem is that the plane was designed without a prototype, therefore what would ease the concern is being told that the design achieved the goals that prototypes do. Exactly what A tells us.

An alternative solution is using the answers:

A) The new three-dimensional computer modeling technique used by the contractor simulates the trials typically faced by a prototype. Great - if this is the case, then not having the prototype seems like no problem. Concern eased.
B) The Secretary of Defense has proposed delaying the deployment of this plane for one year. This only strengthens the concern
C) This plane is susceptible to some of the same problems that caused the recent crash of another innovative plane. This only strengthens the concern
D) Many positive features of the plane cannot yet be revealed because of national security considerations. Neither here nor there
E) The computer model has already passed a battery of Department of Defense quality checksThis is good news in general, but really doesn't relate directly to the specific concern raised
