I believe the first line was correct as originally written. "had had" is the past perfect of "to have".

The point is that having the monarchy preceded the other events described.

Example of "had had" in another context:

We had had reason to believe that the sunken ship would be found, but once we found out about the currents that run through the area, we became much less confident that if would.

Thank you for noticing. Edited.

The past perfect "had had" was correct as originally written. Changed it back. Can't change the topic name though. Please re-edit the heading to reflect. Don't get me wrong. I appreciate your efforts, and can attribute scoring Q51 in part to your quant material. :-) Just, go back and look at the context, and you'll see that "had had" is necessary there.

Sure thing. I remember the day when I was a little kid and my friend's father said "had had" and my friend said something similar to what you said. "Dad you just said 'had had'". Such a clear memory ... the one thing that I remember most clearly from that day, maybe even from that year. LOL

Why is A incorrect?

That's an interesting interpretation of A, but it's not as clear of an explanation as C is.

In C, the government had been receiving an enormous amount of money. Now it's not. We can clearly see how that outcome would result in an increase in the burden on taxpayers.

From A we know that some people lost their jobs, but did they get new jobs? It's a good bet that most, or at least some, of them did.

Further, if money was being spent to support the activities of the monarchy, then it seems possible, or even likely, that people who were working for the monarchy were essentially being paid by taxpayers. So, even if all of those people lost their jobs and both stopped paying taxes and were supported by taxpayers, the resulting net change in the tax burden could be negligible or zero.

Thus C, with its clear implications for government finances, is the winner over A, the effects of which are not clear and could easily be insignificant.
