The National Public Television Broadcasting Corporation (NPTBC) is now allowing its local affiliates much more autonomy in creating their program schedules. Not only can they now choose from a wide array of program options — some produced locally, some nationally, and some internationally — but local affiliates are now also completely free to decide when, or whether, to air nationally produced public television offerings.

The change in NPTBC's relationship with its local affiliates described above is LEAST likely to contribute to fulfilling which of the following programming objectives?

A. Allowing local affiliates to develop schedules that more closely reflect the interests and tastes of their local communities
B. Enabling competing public television stations in large markets to cultivate distinctive programming identities
C. Ensuring that viewers nationwide are exposed to a uniform set of programs
D. Reviving viewers' interest in public television by offering a schedules that include a more varied and diverse set of programs
E. Avoiding the controversies that the airing of some nationally produced programs trigger in certain regions of the country

this phrase "but local affiliates are now also completely free to decide when, or whether, to air nationally produced public television offerings." makes accent on nationnally produced TV offerinngs, so you just have to look the keywords "nation/natiowide etc" :)

so if you look at all options the only option that mentions clearlly "nation-" is C :)

A mentions local communties
E contrubutes
D contributes
E is off topic :)

least likely => it is an except question.4 choices will support the Stimulus and 1 won't.

A, B , D and E support the change in NPTBC's relationship with its local affiliates.Only C doesn't.

We cant infer that viewers nationwide are exposed to a uniform set of programs because some locals may prefer different programs.

Hence C is the Answer.

A. Allowing local affiliates to develop schedules that more closely reflect the interests and tastes of their local communities : It Strengthens the conclusion.
B. Enabling competing public television stations in large markets to cultivate distinctive programming identities : We don't know this.Kinda out of scope
C. Ensuring that viewers nationwide are exposed to a uniform set of programs : We don't have a control over this event. So it's less fulfilling.(Good)
D. Reviving viewers' interest in public television by offering a schedules that include a more varied and diverse set of programs : We don't know this.Kinda out of scope
E. Avoiding the controversies that the airing of some nationally produced programs trigger in certain regions of the country : We don't know this.Kinda out of scope

So the correct option is C.

A. Allowing local affiliates to develop schedules that more closely reflect the interests and tastes of their local communities The autonomy to local affiliates will contribute to reflecting the tastes of local communities, and hence A is not the right answer choice.
B. Enabling competing public television stations in large markets to cultivate distinctive programming identities Since the stations can choose from a wider network of local national and international programs, there will be distinctive programing identities.
C. Ensuring that viewers nationwide are exposed to a uniform set of programs Since there are a lot of choices, there will be no uniform set of programs and hence this is the right answer choice
D. Reviving viewers' interest in public television by offering a schedules that include a more varied and diverse set of programs Since the audience has a wider choice of programs, this would lead to reviving their interest in public tv.
E. Avoiding the controversies that the airing of some nationally produced programs trigger in certain regions of the country Since the autonomy will allow the local bodies to not air some national programs, it will help in avoiding the controversies.

A. Allowing local affiliates to develop schedules that more closely reflect the interests and tastes of their local communities Since local affiliates can choose from a wide array of programs and the mix of local and outside programs, this option is something they can achieve. Eliminate.

B. Enabling competing public television stations in large markets to cultivate distinctive programming identities Same reasoning as option (A). Eliminate.

C. Ensuring that viewers nationwide are exposed to a uniform set of programs Nothing in the passage tells us that viewers nationwide have uniform taste. Logically, it is reasonable to expect tastes to vary. Since local affiliates will tailor programs to local tastes, the set of programs is also likely to vary. This option is not ensured by the information given in the passage. Correct answer.

D. Reviving viewers' interest in public television by offering a schedules that include a more varied and diverse set of programs Same reasoning as option (A). Eliminate.

E. Avoiding the controversies that the airing of some nationally produced programs trigger in certain regions of the country The passage tells us, "...local affiliates are now also completely free to decide when, or whether, to air nationally produced public television offerings". Hence they are free to choose to not air these controversial programs and can avoid controversy. Eliminate.

Hope this helps.

We need to determine which programming objective is least likely to be fulfilled by the change described in the passage.

We're given the following:
  • Local affiliates are now given more autonomy (ie, more freedom) in creating their program schedules.
  • They can choose from various programs (locally, nationally, or internationally produced).
  • They can also decide whether to air nationally produced programs and when.

A. Allowing local affiliates to develop schedules that more closely reflect the interests and tastes of their local communities
With more autonomy, affiliates can tailor programming to match local preferences better, so this objective is likely to be fulfilled. Rule out A.

B. Enabling competing public television stations in large markets to cultivate distinctive programming identities
Increased autonomy allows stations to differentiate themselves from others, particularly in large markets where multiple public stations might compete, so this objective could be fulfilled. Eliminate B.

C. Ensuring that viewers nationwide are exposed to a uniform set of programs
If local affiliates have complete freedom to choose and schedule programs, there is less likelihood of a uniform national schedule. This objective is least likely to be fulfilled because it conflicts directly with the idea of autonomy. C sounds good, hold onto it.

D. Reviving viewers' interest in public television by offering schedules that include a more varied and diverse set of programs
With autonomy, affiliates can introduce more variety and diversity in programming, which could indeed help revive interest in public television, so this objective could be fulfilled. D is out.

E. Avoiding the controversies that the airing of some nationally produced programs trigger in certain regions of the country
If affiliates can choose not to air controversial national programs, they can avoid regional controversies. Therefore, this objective could be fulfilled. We can eliminate E.

The objective least likely to be fulfilled by allowing local affiliates greater autonomy is C: Ensuring that viewers nationwide are exposed to a uniform set of programs. Increased local autonomy naturally leads to more varied schedules across different regions, making uniform exposure across the nation less likely.

Thus, the correct answer is C.
