Looks like I’m one of the very few people who fell into the trap of answer A.

A mentions “the city administration had been repeatedly informed of the need to repair the sidewalk for several years”

Do we need to assume that even though they were repeatedly informed, they didn’t “know about it”? ie it seems like for A to be wrong we would have to assume they never received the repeated complaints. Kind of seems like a big assumption to me. What am I missing?

MV94, you might have misread the question here. The question states - Which one of the following describes an injury for which the city of Grimchester is now liable, but should not be according to the principle cited above?

Under option A, the govt would be liable even according to the principle cited in the passage. And no, you definitely cannot assume that the govt did not receive the repeated complaints. Just a quick reread of the question should sort you out. :)
