I guess the difficulty of this question lies in deciding which statement is the main conclusion.
Because "The proposed change to the patent system is bound to have a chilling effect on scientific research." therefore "The proposed change would have the application precede initial publication, which would delay the communication of discoveries." Doesn't make sense.
It must be other way around.
