This rate is more than that in Yemen, Mexico, Pakistan, and the West Bank/Gaza combined. Yet, there’s a heck-load of research indicating that a pinch of gun control would keep us safer, and potentially even save our lives. After all, more guns equal more homicides and also equal more suicides.

Circumstance = A fact or condition connected with or relevant to an event or action.
Claim = State or assert that something is the case, typically without providing evidence or proof.
Evidence = The available body of facts or information indicating whether a belief or proposition is true or valid.
Hypothesis = A supposition or proposed explanation made on the basis of limited evidence as a starting point for further investigation.

C) It is a claim, the accuracy of which is at issue in the argument. - Its true that it can be taken as claim but we are discussing about its accuracy like how much we love guns etc. So that's why it is eliminated

also i wanted to ask if there is a list through which statements can be categorized as
evidence /facts/circumstance/hypothesis.....i come across many terms in bold face cr questions and they confuse me a bit. i can classify evidence /facts only ,others not so much.
i was just wondering if you have a list of words with their meaning 
eg hypothesis- explanation backed with limited evidence etc

The  main conclusion  of the argument is the recommendation that " a pinch of gun control would keep us safer, and potentially even save our lives ."

Boldfaced statement:  we sure do love our guns. 
 
 Implication: more guns equal more homicides and also equal more suicides.
 
As you can see here, the main conclusion intends to correct the effect of implication of the boldfaced statement. This thought is perfectly captured in (B)

(B) It is a circumstance, the implication of which is at issue in the argument.

Hence,   (B) is the right answer choice.
