I don't think you should look at it like that. Productivity is not about how much you get done, rather it is more about how much you can get done in a certain amount of time. Productivity is thought of output PER input, not just as output, so that is why D is not a strong contender at all. In addition to this, I think you misread option D as this is not what D is saying at all, but the bottom line is that even if D were to say what you thought it said, it would still be incorrect.
