Seems to be correct. If the students knew there were only two options they will be able to judge if the current vendor is better or the old one was better and could weaken the conclusion.

(B) relies on a sample that is likely to be unrepresentative
Incorrect as the majority of the students have been represented.

(C) overlooks the possibility that student preference is not the only factor to be considered when it comes to deciding which food vendor the university should hire
I wouldn't select this as the whole argument is based on students choices, hence we need to assume no other factor is as important. Also mentioned in the last line - other things being equal.

(D) overlooks the possibility that there is disagreement among students concerning the issue of food vendors
Incorrect as the majority of the students want the vendor to change.

(E) argues that a certain action ought to be undertaken merely on the grounds that it would be popular
I don't find much ground for this. Its a decision taken based on a legitimate survey which clearly shows people want a change.

Hence A is the correct answer.
