premise: by allowing people in forest
conclusion: us forest service does not serve its purpose of preserving the forest.
assumption: people are responsible for ruin of forest
only option d says people are not resposible for ruining. (weakening)

The stem says "by maintaining campgrounds, the Forest Service risks not preserving forests". That's not much of an argument unless we know the relationship between campground maintenance and forest preservation. It's a good argument if maintaining campgrounds ruins forests, and a bad one if maintaining campgrounds helps forests. So D is the answer.
