Hi,

Let's take it step by step:

Main conclusion:   anyone who supports the proposed law is serving only the interests of a few outsiders at the cost of creating problems for the island’s permanent residents.

We are looking for a must be true option which on negation will break the conclusion.  
  Lets take E): Do we need most of the island's permanent residents to oppose this law for the conclusion to hold true?  Not really. Even if most of the island's permanent residents oppose this law, the law could still be serving the interests of the outsiders at the cost of the island's permanent residents. Hence, this conclusion still holds, hence it's not a necessary assumption.

B) - On the other hand, we need the net impact of the law on permanent residents to be negative for the conclusion to hold true. If the problems don't outweigh the benefit, then the conclusion breaks. It means that it might also be serving interests of permanent residents (if benefits > costs).
