Option B.
The reasoning of the argument can be broken down as- One bad thing(population growth) is happening and one good thing(economic growth) is happening too(it's not clear if these two are correlated, just that economic growth followed population rise). Thus we should let the bad thing continue.
Similar reasoning is presented in option B, where it is argued that the Sales manager's aggressive behavior should be pardoned because sales are increasing.
