(C) Whether the new shower heads would be popular with hotel guests.
(D) Whether the hotels will respond to the city's incentive. - if the hotels do not respond to the initiative, then there is no chance for the incentive to succeed in its goal. However, if hotels to respond to such an initiative, then the chances of success of the initiative improves significantly. Therefore, we need to determine (D) in order to help us evaluate the argument. Hence, (D) is the right answer choice.

(B) Whether the new shower head technology has a proven track record.- Does not impact the conclusion with respect to reduction in usage of water.
(C) Whether the new shower heads would be popular with hotel guests.- Incorrect but this was my choice because if the new shower heads are not popular with guests, there would be no reduction in the usage of water. If it is popular, then there will be reduction.
(D) Whether the hotels will respond to the city's incentive.- This is the correct answer but I did not chose it because there's already a conditional statement given in the argument that if 65% hotels switch to the new technology (it automatically means if the hotels respond to the incentive).
(E) Whether water usage is a concern to most hotel guests in Ft. Drillore.- Incorrect because water usage is a concern or not does not affect the conclusion, usage of new technology would automatically help save water.
