I think this question is not about feasibility and likeness of implementation, but about what could be achieved incase implementation happens.

Question argument says that if installation happens in 65% of hotels then 20million gallon per year will be saved. So evaluation argument should be about evaluating about this goal.

In my opinion
Option D - talks about implementation feasibility of plan.

WHereas question is "plan's chances of achieving its aim" that is savings in terms of water.
So Option C looks more appropriate to me. Incase shower head in question is not popular among guests then guests will avoid such hotels. In this case even after implementation of shower head given plan will not achieve its aim.
