As currently the corporations supply exceeds demand ,even though new corporation are coming to this state we will suffice the need of offices. Even if new office construction is required it will be less than housing constructions.
(B) Five years from now, the available supply of single-family housing in the state will exceed demand.
Incorrect.
We are not quite sure of this .May be due to relocation of people we will need more housing ,may be not!
(C) Five years from now, the per capita income of the state’s residents will exceed current levels.

This depends on the business that corporation brings with them.
Nothing as such is mentioned in the passage.

Answer D IMO
Builders have curtailed office construction till demand meets supply. So new legislation can help this cause.
Builders have started focusing on Single family homes instead. So Supply of single family homes will increase. In turn the price will go down because supply will start meeting demand.
