Official Explanation

The passage indicates that developers have curtailed the construction of new office buildings until demand grows to meet supply while stepping up the construction of single-family houses. This evidence in itself strongly supports choice (A). Admittedly, it is possible that an influx of businesses from other states will deplete the current oversupply of office buildings and create sufficient demand for new ones. Nevertheless, choice (A) is the best of the five choices.

The correct answer is (A).

IMO A
The stem says that the current supply for corporate(C) is greater than the demand and vice versa for housing(H(. So it is safe to assume from the stem that the construction rate for houses will be much greater than that for the corporate offices.
Even if there is an influx of new offices, they can acquire the built ones or try and build new ones, but till this time the number of houses will have overtaken the offices by a considerable margin since the rate of constructing houses was increased.
