Ware houses are different from the Warehouse District.
Why B?
Hello, GMAT0010. I think it is understood that warehouses are located in the Warehouse District, no different from saying that houses are found in a housing district or museums are found in a museum district. Here, the last line of the passage presents the argument:

the biggest risk of crime is in the Warehouse District, where there aren't many residents or public phones, so some manned video cameras are still needed.

To weaken this argument, our goal is to show that the opposite makes sense, namely that manned video cameras are not still needed, particularly in the Warehouse District, where there aren't many residents or public phones. Choice (C) pertains to phones versus cameras in general, with no focus on the Warehouse District. Choice (E), if you think about it, implies that four in five public phones, on average, do work, and it does not even take into account service for cell phones. Only choice (B) fits what we are looking for. There is a linear logic to CR problems, so the goal is not to find a way to justify some answer that sounds reasonable, but to choose the answer that must logically follow from the passage and question stem.
