Well, its an inference question as mentioned by the stem. It was indeed a bit confusing at first because of its length.

A : I feel its out of scope, as there is no mention of regulation
B: The premises do not mention that the new varieties DO NOT improve agricultural production, they simply say that the new varieties are NOT AVAILABLE to improve the agricultural production. Looks like a shell answer
C : I think this is correct. The passage mentions the time spent by researchers followed by a contrasting statement that the agro board verifies and approves (no mention of time spent by agro board in research).
D : Out of scope
E : Possible in the real world, but does not follow the premises.

Answer : C

Would definitely love some feedback on the line of reasoning.

This question is fairly simple; students should not agonize over it. Clearly, before a new variety of fruit or vegetable can improve agricultural production, it must be made available to the public. Selection (B) is the correct answer.

Answers such as (B) often cause students much difficulty. Students may hesitate to mark such a clear and simple answer because they believe they must have missed something. Sometimes they have. But sometimes the simple answer is the correct answer. Caution: Students should attempt to distinguish the simple answer from the simplistic answer. While the simple answer may more often be the correct answer over a complex answer, rarely is the simplistic answer correct.

Don’t be misled by answer (C). Even though the argument supports (C), the question asks for a statement that is inferred from the passage. Thus, the answer must go beyond what is divulged in the passage.

Don’t understand the answer. Why is A not right? B says “do not improve production” but the passage says “ not available to improve production”

Please explain why A is not correct. In my opinion A is nowhere disagreed to by the Author, rather explicitly stated in the first sentence:
"The Agricultural Board of a western European country determines when and under what conditions new food-producing plants and seeds can be sold to the public."

I acknowledge that B is also implied by the passage. In such a situation how to prefer B over A.

This is a very oddly-written question, but A has a definite flaw. We might infer from this that the Board regulates new varieties of fruits and vegetables, but that's not the same as the Board REQUIRING them to BE regulated. Doing something is not the same as requiring it to be done. That would be like saying "my boss requires me to be managed" or "the Congress requires that laws be passed."

As for B, to answer WINIFREDWU1103, if something isn't available to do X, then it can't do X. So that's a fair inference. Presumably, we don't count crops as part of agricultural production unless they can be sold. So until the crops are approved for sale, they can't be used to improve production.

The analysis for this one is fairly straightforward if we take whatever is stated in the passage at face value without making any biases in the reasoning by bringing real-life assumptions.
Abbvns.: AB - Agricultural Board; AP - Agricultural production

A: It is stated that AB regulates new varieties of foods and veggies because it is responsible for determining what products have sufficient quality to be sold to the public. It is not the same as saying AB "requires" this regulation. For example: probably, the food development authority "requires" it to be regulated and AB is just a means to achieve this requirement. INCORRECT

B: This is just a paraphrase of the final sentence of the argument. CORRECT.

C: This is nowhere stated or discussed in the argument: who is responsible for the "long period of time before products are released blah blah", except for the fact that AB is responsible for performing quality checks on new fruits and veggie products before approving them to be made public. This choice does not even make sense keeping the argument in context tbh, it is vague. INCORRECT

D: This choice talks about a recommendation that is neither discussed in the passage anywhere nor does the author indicate any such inclination towards guaranteeing quality in the passage. INCORRECT

E: The argument states in the 2nd sentence that: AB plays an "important part" in improving AP. Note that this as such is a qualitative statement. What does "to play an important part" mean? Does it mean that this needs to be true 100% of the time in all the cases handled by AB? Absolutely not. Something can be a very important part of a process, but at the same time may not be 100% perfect or effective. Hence, it need not be true that every product that AB approves DOES contribute towards improving AP and the new variety of apple in choice E may very well be part of this group. While, per the final sentence of the passage, the products that do improve the AP will not be available to do the same until they are approved by AB. INCORRECT­­­­
