To say that decrease was because the enforcement was not good, is to assume that the decrease in citations didn't occur because of ANY OTHER ALTERNATE CAUSE (In our scenario, perhaps the minors stopped using tobacco.)

Thus, author assumes that no other cause exists & the only reason is reduction in degree of enforcement.
