There's a switch at the end; the stem first talks about students who hacked test scores, but concludes by describing an "unfair advantage to some students" (and not "to these students"). That switch almost gives away the answer: if any answer explains why any group of students might have benefited from the situation, it's the right answer. And C obviously does that, so it's correct, even if you could tenuously justify some other choices as well.
The premise of the question is a bit hilarious though, for a few reasons, among them: if an MBA program, say, discovered a student cheated on their GMAT, the program is not going to say "oh, we'll design a special admissions test you can take on our campus instead." They'll say "good luck in jail."

First off, as a reminder, never bother reading the question "Which of the following most logically completes the passage?"

The key thing here is "THIS ENTIRE SITUATION" (you need to address why the some students GAINED an advantage because of this scandal)

This is really the hardest one to rule out in my opinion, since you may think that because of the "special" tests that the convicted hackers must take, they will find them easier. the KEY THING to recognize with this choice is that, even if it were easier for them, the difficulty level is similar to that of the SAT, and its MORE SECURE. so it cant possibly be easier than the real thing, thus no advantage is really on offer to the hackers given what this choice says.
C. some of the teenager hackers also changed the SAT scores of their friends
Bingo! the hackers are the only ones subjected to the new conditions, so the unexamined variable here is that, if they did alter their friends scores, then those students would FACE NO CONSEQUENCES !
