Correct Option B

The juvenile literacy rate, number of adolescents per 100 who are literate,
Keating risen 40% in 3 years and Nickleby risen 12% in 3 years
Conclusion:
Adolescents growing up in Keating
are more likely to become literate than are
Adolescents growing up in Nickleby.

The argument above is flawed because it fails to take into account: Initial unkown variable of literacy rate

A. how the juvenile population density of both Keating and Nickleby
has changed over the past three years
Wrong: Not about population.

B. what the juvenile literacy rates of Keating and Nickleby were three years ago
Correct: the initial unknown variable if know, then we will come to know, the rising parameter of literacy rate
It might be Keating initially was 1% and Nickleby was 58% and now Keating is at 40% and Nickleby is at 70%

C. the change in the ratio of literate to illiterate juveniles three years ago and now in Keating and Nickleby
Wrong: Not about change in ratio of literate to illiterate

D. a comparison between the rate of juvenile population growth in
Keating over the past three years and the corresponding rate in Nickleby
Wrong: Not about population.

E. a comparison between expenditures on juvenile education
made over the past three years in Keating and the same made in Nickleby
Wrong: Not about education expenditure
