No such connection has been made we can't infer that.
B. The candidate’s goal is possible to meet, only if it is possible to continue the current advances in government accountability.
Yes. If it's not possible to continue the current advances in accountability the goal won't be met as every improvement in government’s accountability inspires a new round of demands for greater accountability which is not possible. Hence he won't be able to meet his goal.
C. A politician who fails to accurately anticipate the demands of the constituents is certain to fail in advancing government accountability.
Not necessarily if he fails to accurately anticipate the demands he will still be advancing government accountability because he/she is meeting some of the demands.
D. If a politician becomes satisfied with the accountability that the government displays, the government accountability will decline.
The argument says If a politician is satisfied with the government’s current level of accountability, that politician will soon find that the constituents are not. It says nothing about the decline of the same.
