The author here states that the new stadium would only benefit people near the capital and not others in the state.
In order to refute this criticism we will need to find a scenario which will benefit everyone.
A) A new facility will attract new retail businesses whose taxes will be used to fund statewide individual tax cuts. Taxes will be reduced for "everyone" which is what we are looking for.
B) The owner of the state's football franchise has threatened to move his team to another state across the country if a new stadium is not built. No indication of being beneficial to everyone
C) During football season, the state‘s team plays only eight home games. Irrelevant
