Management's agenda here is to reduce the police visits and save the apartment's reputation which is getting hurt by young people hosting loud parties and police having to come to break them.
Their plan is to advertise the vacant apartments for people aged 50 and up, and we have to figure out the option which casts the most doubt on the effectiveness of their plan.
A: Strengthens the management's plan instead of casting doubts on it. If there have been no recent police visits to the Urban Apartment Towers that host people aged 50 and above, we have little reason to believe that it will NOT be the case here.
B: A substantially cheaper apartment complex may be built in a neighbouring town and that might incentivize some of the target residents to move there but we don't know for sure if that's the only factor that potential home owners consider. Maybe the Urban Apartment Tower offers a host of other amenities that might sway the decision of potential home buyers in its favor. We don't know for sure whether the information provided in this option, if true, hurts the management's plan at all.
C: If the residents over the age of 50 are equally or more likely to continue calling police, albeit for different reasons, it would not REDUCE the number of police visits to the apartment complex, a factor which the management considers of prime importance to save their reputation. If the given information is true, there's little to no hope that management's plan (to save reputation by bringing in people aged 50 and above) will work.
D: We are not concerned about the number of police visits to the nearby smaller condominium. If they were less, it's good for the condominium. Will it sway the decision of my potential home buyers to instead seek housing in the condominium? We can't say. Is the # of police visits a criteria one considers while purchasing the house? Could be. Is it an important and influencing one? We don't know.
E: Why would the police be interested in visiting a tea party where people aged 50 and above tell each other their favorite Dad jokes and share baking recipes for their grandkids? Sure some police officers might want to show up and participate in the party, but I'm certain they've got far more important issues to take care of in their radius.
Hence, option C.
