Recent investigations of earthquakes have turned up a previously unknown type of seismic shock, known as a displacement pulse, which is believed to be present in all earthquakes. Alarmingly, high-rise buildings are especially vulnerable to displacement pulses, according to computer models. A, C, E are easy to eliminate in that A and C are basically irrelevant and E partially makes the paradox even more puzzling because if computer models are successful, why haven’t they correctly predicted damage of high rise buildings.

D. The displacement pulses made by low- and medium-intensity earthquakes are much less powerful than those made by the strongest
earthquakes.

This would be helpful if powerful earthquakes were mentioned or if all displacement pulses are must less powerful. But we are only talking about powerful earthquakes, so this choice doesn’t help.

Eliminate D.

B. Scientific predictions based on computer models often fail when tested in the field.
If this is true then the computer models must be incorrectly predicting the damage. Helps explain why what the models predicted wasn’t actually seen in real life.

B is the correct answer.
