It means that during day, no congestion due to the Greyhound Bus Terminal. During night, as it is , there is no congestion. So, there will not be any positive impact on congestion reduction due to shifting the Greyhound Bus Terminal. Hence, a Weakener.

(A) is correct, because it has no impact on the stem
just because it will be "difficult" does not mean it will be impossible
further it does not tell us anything whether moving the buses will have a decrease in traffic
so (A) does nothing to the stem
(D) on the other hand also does not do anything
because it has no impact on the stem
on the other hand it weakens, because if people are using their own vehicles, there is a chance of increasing traffic
whether the mayor closes the bus service or the organizers voluntary do it, the point being that this option in no way tell us that moving the bus service will not lead to an increase in traffic
going by what it's saying, there's a chance of increasing traffic (hence it can be a weakener)
